When the Swiss Agency for Development and Cooperation (SDC) developed its strategy for Tanzania, it became apparent that the country's urbanising context would significantly influence future programmes and projects. Marc Steinlin was mandated to explore how this transforming context needs to be taken into account in the strategy formulation process.

Towards a More Comprehensive Climate Policy - Recommendations for the City of Tampere
This study examines how the City of Tampere can strengthen its 2030 carbon-neutrality policy to be more inclusive. Based on surveys of 60 Finnish climate professionals and 15 stakeholder interviews, it proposes two action plans: a co-created citizen-business platform for climate dialogue, and a program integrating consumption-based emissions into all city operations. It also advises against declaring a climate emergency.
