Towards a More Comprehensive Climate Policy - Recommendations for the City of Tampere
This study examines how the City of Tampere can strengthen its 2030 carbon-neutrality policy to be more inclusive. Based on surveys of 60 Finnish climate professionals and 15 stakeholder interviews, it proposes two action plans: a co-created citizen-business platform for climate dialogue, and a program integrating consumption-based emissions into all city operations. It also advises against declaring a climate emergency.
